What is the max and minimum height?

It can be adjusted in 2" intervals from 12" to 35.5".

Can this be used as a cane?

We would not recommend it, however, it can be used for support in certain situations. If you collapse the Y seat its possible to use the leg extended and locked as a makeshift cane/support.
