When The Bureau of Engraving and Printing or BEP prints a sheet of notes and they are damaged in any way, the notes must be destroyed. By law, they need to print notes bearing the damaged serial numbers. When they print the new notes, they must bear a STAR in front of the serial number. This designates the note as a “replacement note”. The STAR Notes are far more valuable than a regular printed note.
